- TikTok Shop isn't live in Saudi Arabia, the UAE or anywhere in the GCC as of 26 October 2026.
- Trade media report a Saudi launch in Q1 2027. TikTok hasn't announced it, and there's no UAE date.
- TikTok ads work fully in the Gulf. Send viewers to your Salla, Zid or Shopify store, or to your noon or Amazon listing.
- Paid creator posts need a licence: Mawthooq in Saudi Arabia and the Advertiser Permit in the UAE.
- Sellers who build TikTok content, reviews and compliant stock now will be first in line when Shop opens.
No, TikTok Shop isn't available in Saudi Arabia or the UAE yet.
As of October 2026, TikTok's Seller Center lists no Gulf market, so Saudi and Emirati shoppers can't check out inside the app. A Saudi launch is reported for early 2027, but TikTok hasn't confirmed it.
That doesn't make TikTok a channel to skip. It's where young Saudis discover new products, and its ads are some of the cheapest reach in the region.
Here's where TikTok Shop stands, what's coming next year, and how to sell through TikTok right now.
What is TikTok Shop, and why do Gulf sellers want it?
TikTok Shop is TikTok's built-in marketplace. Shoppers tap a product inside a video, a LIVE stream or a creator's profile, and they pay without ever leaving the app.
That matters because it removes the slowest step in social selling. Today, a Saudi shopper who loves your video has to click out and fill in a checkout form. Many drop off on the way.
In the markets where it runs, TikTok Shop also pays creators a commission on every sale they drive. That turns thousands of small creators into a sales team you only pay when it works.
Has TikTok Shop ever been live in Saudi Arabia?
Not publicly. TikTok has tested ecommerce in the Kingdom more than once, but it never opened Shop to local sellers or shoppers at scale.
Here's how it played out:
- Late 2023TikTok LIVE paused in Saudi Arabia
TikTok paused LIVE in the Kingdom from late December, and live selling stopped with it.
- Apr 2024TikTok calls Saudi ecommerce a test
A spokesperson said the business was in an early testing phase.
- 2025–26Small managed pilot
Chinese seller media describe an invite-only, fully managed Saudi pilot. It never opened to the public.
- Aug 2026Q1 2027 launch reported
Ebrun reports Saudi Arabia, South Korea and Australia as TikTok Shop's next markets.
- Oct 2026Still not live
Seller Center lists no Saudi, UAE or other GCC market.
That's why you'll find videos saying TikTok Shop "closed" in Saudi Arabia. The tests ended, but a full public launch never happened.
What about the UAE? No launch date has been reported for the Emirates at all, so plan as if Saudi Arabia will come first.
When will TikTok Shop launch in Saudi Arabia?
The best signal points to the first quarter of 2027. Ebrun, a Chinese ecommerce news outlet, reported it in August 2026, citing unnamed industry sources.
Chinese seller circles expect two ways in at launch:
- Fully managed. You supply the stock, and TikTok runs pricing, traffic and delivery for you.
- Local stores. Saudi-registered sellers run their own shop, as they do in other TikTok Shop markets.
So plan for the launch, but don't wait for it. The sellers who win in week one will already have Saudi followers, product reviews and certified stock sitting in the Kingdom.
How can you sell through TikTok in the Gulf today?
You run TikTok ads and creator content, and the sale happens somewhere else. TikTok Ads Manager works in every GCC country, with Arabic creative, the TikTok Pixel and catalog ads that show your products with live prices.
The real choice is where you send the traffic:
| Your own store | Marketplace listing | WhatsApp or DM | |
|---|---|---|---|
| Examples | Salla, Zid, Shopify | noon, Amazon.sa / .ae | WhatsApp Business |
| TikTok Pixel and catalog ads | |||
| You own the customer data | |||
| Shopper trust on first order | Medium | High | Medium |
| Best for | Brands building repeat buyers | Quick first sales | Small sellers and gifting |
Your own store wins for most brands, because the Pixel learns who buys and keeps finding more people like them.
On Shopify, install TikTok's official app to sync your catalog and Pixel, and on Salla, use the official TikTok integration. Not sure which platform fits? Compare them in Shopify vs Salla vs Zid.
- 1
Set up TikTok Ads Manager
Open a business account and install the Pixel and Events API on your store.
- 2
Sync your catalog
Connect Shopify or Salla so product ads pull live prices and stock.
- 3
Make 4–6 vertical videos
Shoot in Arabic with a Gulf dialect voice-over, and add English versions for the UAE.
- 4
Launch with a small budget
TikTok's minimum is $50 a day per campaign and $20 a day per ad group.
- 5
Judge on delivered orders
Cash-on-delivery refusals inflate ROAS, so count paid orders only.
Worked example: a two-week TikTok test in Saudi Arabia
Say you sell a SAR 150 perfume oil from a Salla store. You run a two-week test at SAR 200 a day, so SAR 2,800 in total.
Saudi agency Karaz reports a TikTok cost per click of about SAR 0.83. At that rate, SAR 2,800 buys around 3,370 visits.
Cold social traffic converts low. Sky Light, another Saudi agency, puts a fragrance store fed by cold social ads at 0.8%. That gives you about 27 orders, worth SAR 4,050.
Now improve the creative and the Arabic landing page. 23HubLab sees strong Saudi fashion and beauty campaigns convert at 1.5–4.5%.
At just 1.5%, you'd get about 50 orders. That's SAR 7,500 from the same budget.
So the first two weeks buy you data, not profit. Keep the videos that sell, then add creators and retargeting. Channel benchmarks are in Saudi conversion rates, and the full campaign setup is in TikTok ads in Saudi Arabia.

Spark Ads and creators: your shortcut to trust
Spark Ads let you boost an existing organic post, yours or a creator's, as a paid ad. The post keeps its likes, comments and creator name, so it looks native in the feed instead of like an ad.
For example, a creator's honest review of your perfume oil can run as a Spark Ad for a month. Your budget takes it to people who don't follow her, and her credibility comes along for free.
There's one rule you can't skip, because paid creator content in the Gulf needs a licence:
- Saudi Arabia. Creators need a Mawthooq licence, which costs SAR 15,000 for three years. Advertising without one carries a SAR 30,000 penalty, and foreign creators must work through a licensed Saudi agency. Read the Mawthooq licence rules.
- UAE. Creators need an Advertiser Permit, free for residents for the first three years. Posting without one costs AED 10,000 for a first offence. See the UAE Advertiser Permit.

TikTok vs Snapchat: which reaches more Gulf shoppers?
In Saudi Arabia, you need both. Snapchat's ad reach there is 25.3 million, and TikTok reaches practically every adult who's online.
The UAE looks different. Snapchat reaches about 5.1 million people there, so TikTok and Instagram carry more of the load.
Costs, formats and a budget split are in Snapchat vs TikTok ads in Saudi Arabia. For every channel, browse our Gulf paid ads guides.
What about live shopping?
Live selling in the Gulf runs on a simple loop today. A seller goes live on TikTok or Instagram, shows the product up close and says "DM to order", and the sale closes on WhatsApp, often with cash on delivery.
It works well for abayas, fragrance and gifting, where shoppers want to ask questions first. Make it smoother with a WhatsApp catalog and quick-reply prices, as our WhatsApp marketing guide shows.
Get ready for TikTok Shop's Saudi launch
New TikTok Shop markets usually open with seller incentives and an algorithm hungry for fresh products. Being ready in the first weeks matters more than being perfect.
Notes for UAE brands
- Lead with Instagram and TikTok together. Dubai's audience is mixed, so run English-first creative with Arabic versions.
- Use Saudi Arabia as your Shop test. If you sell into the Kingdom too, a Saudi VAT number and local stock put you in line for launch.
- Check visiting creators. Creators flying in for a shoot need a 3-month visitor permit, booked through an accredited UAE agency for about AED 500.
Notes for Chinese sellers
- Expect a managed start. Chinese seller media expect fully managed (全托管) entry first, with cross-border and local models later.
- Get compliance done now. SABER, 15% VAT and Arabic packaging come up in every launch report, so start with our SABER certification guide.
- Sell elsewhere meanwhile. noon Global Shipping and Amazon Global Selling both accept Chinese companies today, and TikTok ads can point to those listings.
- Build Arabic content. Arabic live streams and creator reviews will be scarce at launch. The full route map is in selling to the GCC from China.
Frequently asked questions
Most are cross-border hauls filmed with Shop accounts from other countries, or local sellers saying "DM to order". They aren't in-app checkouts. A Saudi shopper can't buy from a Saudi seller inside TikTok yet.
