Saudi Freelance Document vs CR: Which Does Your Store Need?

The Freelance Document is a free licence for Saudi citizens that lets you run a small online store on Salla or Zid, authenticate it and take card payments. A CR (commercial registration) costs from SAR 500 and lets you hire, import stock in bulk, open a shop and sell on noon or Amazon.sa. Start freelance to test, switch to a CR to scale.

Key takeaways
  • The Freelance Document is free, issued online by HRSD to Saudi citizens aged 18+, and valid for one year at a time.
  • Salla and Zid accept it to verify your store, and it qualifies for Business Platform authentication when your activity is on the approved list.
  • It doesn't let you hire staff, open a shop or import in commercial quantities. Noon and Amazon.sa domestic selling ask for a CR.
  • A sole-establishment CR costs SAR 500 to register and SAR 500 a year. An LLC pays SAR 1,200 plus SAR 500 publication.
  • VAT depends on your sales, not your document. Registration is mandatory above SAR 375,000 a year.

If you're a Saudi citizen starting an online store, you have two ways to make it official. The free Freelance Document, or a commercial registration (CR), which is your Saudi business licence.

Both let you verify your store and take card payments. The difference shows up as you grow.

The Freelance Document is perfect for testing an idea from home. A CR is what you need to hire, import stock in bulk and sell on the big marketplaces.

Here's how they compare, what each one costs and how to switch when you're ready.

What is the Saudi Freelance Document?

The Freelance Document (وثيقة العمل الحر) is an official licence that lets a Saudi citizen work for themselves in an approved activity. The Ministry of Human Resources and Social Development (HRSD) issues it through freelance.sa.

It's built for individuals, not companies. Think of it as a licence for you as a person, while a CR registers a business.

Here's what it gives you:

  • A commercial bank account linked to your activity, so you're not running sales through a personal account.
  • Digital payment solutions, including card machines and payment links from partner providers.
  • E-invoicing access through approved providers.
  • Optional social insurance through GOSI.
  • Offers and discounts from platform partners.

The approved activities sit in programmes such as specialised services (design, writing, IT, web and app development, photography, marketing research), handicrafts, productive families, delivery drivers and food carts.

Who can get it (and who can't)?

Any Saudi citizen aged 18 or over with an active Absher account can apply. Government employees can apply too, as long as their employer's rules allow side work.

That last point matters. A government employee generally can't hold a CR, so for many public-sector staff the Freelance Document is the only legal way to run a store on the side.

You can hold up to 5 Freelance Documents, each in a different profession.

Who can't get it? Anyone who isn't a Saudi citizen. Expats, GCC nationals and foreign companies need a different route, covered in the notes below.

What can your online store do with a Freelance Document?

Quite a lot. For a small store run from home, it covers the essentials:

  • Verify your store on Salla or Zid. Both platforms accept it alongside a CR, and Salla describes it as the fit for online-only sellers.
  • Authenticate your store on the Business Platform. E-store authentication moved from Maroof to the Saudi Business Center's Business Platform in 2023. A Freelance Document qualifies if your profession is on the Saudi Business Center's approved list. Our Saudi Business Center authentication guide walks through the form.
  • Take mada, Visa and Apple Pay. Salla and Zid switch on their payment services for verified freelance stores. Among standalone gateways, Moyasar onboards freelance holders in 2–5 business days.
  • Ship and collect COD. The linked commercial bank account receives your courier settlements.

What about physical products? The Freelance Document fits goods you make yourself, such as handicrafts, productive-family food or prints of your own designs. Reselling imported or wholesale goods needs a CR.

Whatever you sell must fit the activity on your document.

What doesn't the Freelance Document allow?

The limits are clear. With a Freelance Document you can't:

  • Hire employees. The right to hire is tied to a CR.
  • Open a physical shop or showroom.
  • Import in commercial quantities. Limited personal imports are fine under customs rules, but container loads aren't.
  • Sell as a domestic seller on noon or Amazon.sa. Noon stopped accepting freelance certificates from new Saudi sellers, and Amazon.sa asks for a CR.

The real limit is operational, not your sales figure. Once you need a packer, a pallet of stock from China or a noon storefront, the Freelance Document stops fitting.

When do you need a CR instead?

You need a CR when your store starts acting like a company. Here are the clear signals.

Tick even one, and it's time to plan the switch. The CR process itself is covered step by step in our Saudi business registration guide.

How much does each one cost?

The Freelance Document costs nothing to issue or renew.

A CR has fixed government fees. Here's what you pay in year one:

Year-one government fees by document (SAR)
Freelance Document
Free
CR, sole establishment
SAR 500
CR, LLC (incl. publication and VAT)
SAR 1,955
HRSD; Ministry of Commerce; CorpSec, 2026

A sole establishment (مؤسسة فردية) is the simplest CR, owned by one person. After year one, it costs SAR 500 a year for the annual confirmation.

An LLC pays SAR 1,200 to register plus SAR 500 publication. Add 15% VAT on top. Its annual confirmation is SAR 1,200 a year.

A trade name adds SAR 200 in Arabic or SAR 500 in English.

The CR also registers you automatically with ZATCA, GOSI, HRSD, Saudi Post and the Chamber of Commerce. Chamber of Commerce membership runs SAR 300–3,000 a year, by city and class.

Does the Freelance Document change your VAT?

No. VAT follows your sales, not your document.

Every seller in Saudi Arabia must register with ZATCA once taxable sales pass SAR 375,000 in 12 months. You can register voluntarily from SAR 187,500, which lets you reclaim VAT on your costs.

So a freelance store that grows past the threshold still has to register and charge 15% VAT. Most stores near that level are ready for a CR anyway. Our Saudi VAT guide covers registration and returns.

Worked example: a poster-print store on Zid

Faisal is 24 and lives in Riyadh. He designs Arabic calligraphy posters and sells prints through a Zid store.

Year one, on a Freelance Document. He registers under a design profession, attaches his portfolio and a screenshot of his Zid dashboard, and gets approved in two days. Cost: SAR 0.

He authenticates the store, switches on mada and Apple Pay, and ships with an aggregator courier.

Year two, growth. Sales reach about SAR 25,000 a month. He now wants a part-time packer, a bulk order of frames from a supplier in China and a noon storefront.

That's three red flags at once. Here's what the switch costs him:

ItemFreelance DocumentSole-establishment CR
Government fee, year oneSAR 0SAR 500
Yearly renewalSAR 0SAR 500
Can hire his packerNoYes
Can import frames in bulkNoYes
Can open on noonNoYes (with VAT registration)

At SAR 25,000 a month he's on track for SAR 300,000 a year. That's above the voluntary VAT threshold, so he registers now and reclaims the VAT on his frames.

For SAR 500 a year, the CR unlocks every growth channel. That's an easy trade.

How to switch from a Freelance Document to a CR

Switching takes a few days if you do it in the right order. The key is to keep your store authenticated and your payments running.

  1. 1

    Register a sole-establishment CR

Log in to the Saudi Business Center with Nafath, reserve a trade name and pick ISIC activities that match your products. The fee is SAR 500 and the CR is issued instantly.

  2. 2

Open a business bank account under the CR

Get the IBAN certificate from your bank app. It must be in the same name and number as the CR.

  3. 3

Add your e-shop to the CR

Enter your store URL and activities on the Ministry of Commerce site within 30 days of launch, as the E-Commerce Regulations require.

  4. 4

    Re-authenticate on the Business Platform

Submit a new authentication request with the CR and the new IBAN, then swap the certificate badge in your footer.

  5. 5

Update Salla or Zid and your gateway

Upload the CR and IBAN in your store's verification and payment settings so payouts move to the new account.

  6. 6

Register for VAT if you're near the threshold

Mandatory above SAR 375,000 a year, voluntary from SAR 187,500.

  7. 7

Cancel or keep the Freelance Document

Cancel it from your freelance.sa dashboard under Active Documents, or keep it only for a separate service profession.

Notes for government employees

  • You can get a Freelance Document. Check your employer's rules on outside work first.
  • You generally can't hold a CR while employed in government, so the Freelance Document is your legal route to an online store.
  • Plan the CR for when you leave government service. Until then, keep the store within your approved activity and the freelance limits.

Notes for expats and foreign sellers

  • The Freelance Document is only for Saudi citizens. Expats living in the Kingdom can't use it.
  • A foreign owner needs MISA investment registration, then a CR. See our MISA registration guide.
  • To start faster, sell cross-border through Amazon.sa, noon or an importer of record. Our guide to selling online in Saudi Arabia compares the routes.

Notes for marketplace sellers

  • Noon Saudi needs a CR covering trading or ecommerce, plus VAT registration. Freelance certificates are no longer accepted for new sellers.
  • Amazon.sa treats a Saudi CR as a must for domestic sellers.
  • Salla and Zid are the natural home for a freelance store. Our Salla vs Zid comparison helps you pick one.

Frequently asked questions

For the same store, plan on one or the other. Salla grants freelance store verification only to individuals who don't hold a CR, so when you get a CR, move the store's verification and payments onto it. You can keep a Freelance Document for a separate service, such as design work, if that profession is on the list.
