Best WhatsApp Business API Providers for GCC Stores (2026)

For most Shopify stores in the Gulf, Zoko or Wati is the easiest start. Salla and Zid merchants can begin with their platform's own WhatsApp tools. Omnichannel teams pick respond.io, and Saudi enterprises that need local hosting look at Unifonic or Taqnyat. Whatever you pick, Meta's message fees are the same: the provider only changes what you pay on top.

Key takeaways
  • Every provider passes on the same Meta rates. From 1 October 2026, a Saudi marketing message costs $0.0576 and an order update $0.0107.
  • What changes between providers is the layer on top: a monthly subscription, a per-message markup, or both.
  • Zoko and Wati suit Shopify stores. respond.io suits teams that also sell through Instagram and TikTok. Unifonic and Taqnyat suit Saudi companies that want a local vendor.
  • For a Saudi store with 1,500 orders a month, the full WhatsApp bill lands around $215–385 depending on the provider. That's 14–26 cents per order.
  • Start with COD confirmation. It's the cheapest message you'll send, and it cuts refused deliveries by 10–15 points.

Gulf shoppers don't email stores. They WhatsApp them.

They ask about sizes, confirm cash-on-delivery orders and chase their parcels there. To automate that at scale, you need the WhatsApp Business API, and that means picking a provider.

My short answer: Shopify stores start with Zoko or Wati. Salla and Zid merchants can use their platform's built-in WhatsApp first. Teams that sell across Instagram and TikTok pick respond.io, and Saudi enterprises that want a local vendor look at Unifonic or Taqnyat.

Below, you'll see what each one costs in October 2026, how their fees work and a real monthly bill for a Saudi store.

What does a WhatsApp Business API provider do?

A provider, or BSP (Business Solution Provider), is a Meta-approved company that connects your number to the WhatsApp Business Platform. It gives you the tools Meta doesn't: a shared team inbox, template builder, chatbots, broadcasts and store integrations.

Here's why you can't skip it. The free WhatsApp Business app works on a phone, but it can't send automated order confirmations or cart reminders to thousands of customers.

You have two routes:

  • Through a BSP. You get a ready-made dashboard and plug-ins for Shopify, Salla or Zid. This is what most stores do.
  • Direct to Meta's Cloud API. No platform fee at all, but a developer has to build the inbox and automations.

Not sure the API is worth it yet? Our WhatsApp marketing guide covers the flows that pay for themselves.

How WhatsApp providers charge: the three layers

Every WhatsApp bill has up to three parts. Once you see them, comparing providers gets much easier.

  1. Meta's fee. Meta charges per delivered message, by message type and the customer's country. It's the same whichever provider you use.
  2. The platform fee. A monthly subscription for the dashboard, seats and features.
  3. The markup. Some providers add a small fee to every message on top of Meta's rate. Others pass Meta's fee through at cost.

Meta's GCC rates from 1 October 2026

Customer's countryMarketing (offers, cart reminders)Utility (order and COD updates)
Saudi Arabia$0.0576$0.0107
UAE$0.0576$0.0157
Kuwait$0.0792$0.044
Qatar$0.0341$0.012
Oman$0.0341$0.0247
Bahrain$0.0392$0.0091

Authentication messages (OTP codes) cost the same as utility. Customer service replies are free for the first 1,000 per number each month, then billed at the utility rate.

The takeaway? A Saudi marketing message costs about five times an order update. So the mix of messages you send matters far more than the provider you choose.

Markup vs pass-through

This is where providers really differ:

  • Pass-through, no markup. respond.io and 360dialog charge a subscription and pass Meta's fees through at cost. Meta Cloud API direct has no layer at all.
  • Markup with an allowance. Zoko's Plus plan includes the first 5,000 messages with no markup, then adds $0.00199 each. Its Max plan has no markup.
  • Pay per message. Gupshup adds $0.001 and Twilio $0.005 to every message, including the ones customers send you.
  • Bundles in riyals. Saudi providers like Taqnyat sell plans and message packs in SAR, so ask what each pack includes.

Ask every provider one question before you sign: "Who pays Meta, and do you add anything per message?"

The providers, one by one

Zoko: the Shopify specialist

Zoko is built for Shopify brands, and more than 3,000 use it, the company says. It handles COD confirmation, COD-to-prepaid nudges, cart recovery, catalogue messages and broadcasts.

Plans run from Starter at $49.99 to Max at $499.99 a month. Plus, at $79.99, is the sweet spot for most growing stores because the first 5,000 messages carry no markup. Meta bills you directly for its own fees.

Wati: the simple all-rounder

Wati gives you a clean shared inbox, broadcasts and a no-code chatbot builder. It's popular with small teams that want to be live in an afternoon.

Growth costs $59 a month and Pro $119, both billed annually. Paying month to month, Growth is $69.

Wati doesn't publish its per-message markup, so ask for the rate card before you commit.

respond.io: the omnichannel inbox

respond.io puts WhatsApp, Instagram, TikTok, Messenger and email into one inbox. It has a strong MENA customer base and an Arabic interface with right-to-left support.

Plans run from $79 to $279 a month on annual billing. Meta's fees pass through with no markup, which makes respond.io cheap at high volume.

Interakt: Shopify on a budget

Interakt comes from India and serves UAE stores with its own pricing page. Growth costs $55 and Advanced $69 a month, plus taxes. It includes Shopify order updates, abandoned-checkout reminders and a COD-to-prepaid flow on those plans.

Unifonic: the Saudi enterprise choice

Unifonic is based in Riyadh and runs SMS, voice and WhatsApp for more than 5,000 enterprise customers, the company says. It advertises in-Kingdom data hosting, which matters to banks, telcos and government-linked buyers under Saudi Arabia's PDPL (Personal Data Protection Law). Plans start at $499 a month (ex-tax) for 10,000 messages across SMS, WhatsApp and other channels, with larger plans by quote.

Taqnyat: the Jeddah-based all-in-one

Taqnyat is a Meta partner headquartered in Jeddah, with branches in Riyadh and Dammam. Plans start at SAR 600 a month (ex-VAT), with 1,000 free service messages. Extra marketing messages come in packs of 1,000 for SAR 230.

That riyal pricing is handy if your finance team wants SAR invoices and Saudi VAT. Shopify, Salla and Zid connections aren't listed, so you'd connect through its API.

Gupshup and Twilio: pay as you go

Neither charges a subscription. Gupshup adds $0.001 per message and Twilio $0.005, on top of Meta's fee, in both directions.

Both are API-first, so a developer builds your flows. Gupshup is strong for high-volume OTP and transactional traffic, and has a Riyadh entity. Twilio suits teams that already use it for SMS or voice.

360dialog: the lean API

360dialog sells API access per number, from €49 a month on its Regular plan. It passes Meta's fees through with no markup. Many inbox tools and agencies build on top of it.

Salla and Zid built-in WhatsApp

Both Saudi platforms let you send WhatsApp messages without a third-party app. Zid's WhatsApp service runs on Meta's official API, sends order-status messages and cart reminders automatically and shows the cost of each message in a log. You top up a points balance, and replies are free up to 1,000 a month.

Salla bills WhatsApp and SMS notifications by usage, and its App Store has more WhatsApp apps for cart recovery and COD confirmation. Compare platforms in our Salla guide and Zid guide.

What does WhatsApp really cost a Saudi store each month?

Say you run a Saudi Shopify store with 1,500 orders a month, mostly cash on delivery. Here's your monthly WhatsApp traffic:

  • 3,000 utility messages: a COD confirmation and a shipping update per order.
  • 3,000 marketing messages: abandoned-cart reminders and one broadcast.
  • 2,000 customer service replies, of which 1,000 are free.
  • 2,000 messages from customers to you.

Meta's part is the same everywhere: $215.60 a month. Marketing makes up $172.80 of it.

Now add each provider's layer:

Provider and planPlatform feeMarkupTotal per monthPer order
Meta Cloud API direct$0$0$215.60$0.14
Gupshup self-serve$0$10.00$225.60$0.15
Twilio$0$50.00$265.60$0.18
Wati Growth$59.00Rate card$274.60 + markup$0.18+
respond.io Starter$79.00$0$294.60$0.20
Zoko Plus$79.99$5.97$301.56$0.20
Zoko Starter$49.99$120.00$385.59$0.26

The cheapest lines need a developer, so the realistic choice for most stores sits around $275–300. That's roughly SAR 1,130 for Zoko Plus, or about 75 halalas an order.

Look at what drives the bill: marketing is 80% of Meta's fee. A COD confirmation for every order costs just $16.05 a month. One refused parcel costs a Saudi store about SAR 78, as our COD verification guide works out, so a single saved delivery pays for nearly 2,000 confirmations.

How to choose a WhatsApp provider

Start with your store platform, then check the money and the paperwork.

  1. 1

    Match your store platform

Shopify: Zoko, Wati and Interakt have apps. Salla or Zid: try the built-in WhatsApp or an App Store app first.

  2. 2

    Estimate your message mix

Count marketing vs utility messages. Marketing costs about five times more in Saudi Arabia, so it decides your bill.

  3. 3

    Ask about markup

Who pays Meta, and is there a fee per message? Get the answer in writing.

  4. 4

    Test the Arabic

Check that templates, chatbot replies and the inbox work in Arabic and right-to-left. UAE stores need English too.

  5. 5

    Check data hosting

Most stores can use a global provider. If you serve regulated or government buyers in Saudi Arabia, ask where data is stored.

  6. 6

    Pilot for a month

Most providers offer a free trial of around 7 days. Run your COD flow on one store before moving everything.

Which provider fits your store?

Here's a quick pick list by store type:

  • New Shopify D2C brand, lots of COD. Zoko Plus. COD confirmation and cart recovery work out of the box.
  • Small team that wants simple. Wati Growth. Live in an afternoon, low subscription.
  • Salla or Zid merchant. Your platform's built-in WhatsApp first, then an App Store app when you need more.
  • Brand selling across Instagram, TikTok and WhatsApp. respond.io, for one inbox and no markup.
  • Saudi enterprise or regulated sector. Unifonic or Taqnyat, for a local team, SAR invoicing and in-Kingdom options.
  • Developer team building custom flows. 360dialog, Twilio or Meta Cloud API direct.

Notes for Salla and Zid merchants

  • Zid's built-in WhatsApp sends order updates and cart reminders with no extra app. You pay per message from a points balance.
  • Marketing messages cost about five times order messages on Zid's own price table, matching Meta's rates.
  • Salla bills WhatsApp notifications by usage. Add a COD confirmation app from the Salla App Store if you sell mostly cash on delivery.
  • Moving to Shopify later? Your WhatsApp number moves with you.

Notes for Shopify stores

  • Zoko, Wati and Interakt all have Shopify apps that read orders and trigger messages automatically.
  • Pair WhatsApp confirmation with a COD form and OTP for the best results. See our roundup of Shopify COD apps.
  • Write every template in Gulf-friendly Arabic, with an English version for expats.

Notes for UAE and Kuwait stores

  • UAE utility messages cost $0.0157, about 50% more than in Saudi Arabia. Marketing costs the same $0.0576.
  • Kuwait is the GCC's most expensive market, at $0.0792 for marketing and $0.044 for utility. Keep broadcasts tight and lean on Click-to-WhatsApp ads.
  • A chat that starts from a Click-to-WhatsApp ad opens a free window of up to 7 days for every message type.

Notes for high-volume and enterprise senders

  • Meta discounts utility and authentication messages above about 100,000 a month per market. Marketing has no volume discount.
  • At high volume, no-markup plans (respond.io, 360dialog, Zoko Max) beat per-message pricing quickly.
  • Ask for a dedicated account manager, uptime commitments and a data processing agreement that covers Saudi PDPL and UAE PDPL.

Frequently asked questions

A BSP (Business Solution Provider) is a company Meta approves to resell access to the WhatsApp Business Platform. It gives you the inbox, templates, automation and store integrations. You can also connect to Meta's Cloud API directly, but then you build those tools yourself.
