Key takeaways
  • A marketing message costs $0.0576 in Saudi Arabia and the UAE from 1 October 2026. Kuwait is the most expensive GCC market at $0.0792.
  • Utility messages, such as order and COD confirmations, cost about $0.01 in Saudi Arabia, so a two-message COD flow costs around 2 cents per order.
  • The first 1,000 service replies per number each month are free. Chats that start from a Click-to-WhatsApp ad get a free window of up to 7 days.
  • Provider fees can matter as much as Meta's. Compare a flat subscription with per-message markups at your real volume.

WhatsApp is where Gulf shoppers talk to stores. But what does it cost to message them at scale?

This calculator answers that in one screen. Enter your monthly messages, pick a customer country and a provider, and you'll see Meta's fees, your provider's fees and the cost per order.

It uses Meta's GCC rates from 1 October 2026.

How to use the calculator

  1. 1

    Pick your customers' country

Meta charges by the country of the phone number you message, not where your company sits. A UAE store messaging Saudi shoppers pays Saudi rates.

  2. 2

    Enter your monthly message volumes

Split them by type: marketing (offers, abandoned carts), utility (order and shipping updates), authentication (OTP codes) and service replies.

  3. 3

Add your orders and switch on the COD flow

The COD flow adds two utility messages per order: a confirmation and a shipping update. Your order count also gives you the cost per order.

  4. 4

    Choose a provider and plan

Compare Meta's own Cloud API with Zoko, Wati, respond.io, Gupshup and Twilio. The total updates as you switch.

How the calculator works

Meta charges per delivered message. The price depends on two things: the message category and the customer's country.

Here are the list rates the tool uses:

Customer countryMarketingUtility / authentication
Saudi Arabia$0.0576$0.0107
UAE$0.0576$0.0157
Kuwait$0.0792$0.044
Qatar$0.0341$0.012
Oman$0.0341$0.0247
Bahrain$0.0392$0.0091

Bahrain is billed at Meta's "Rest of Middle East" rate.

A few rules shape the total:

  • Service replies. Answers inside the 24-hour window are free up to 1,000 per number each month. From 1 October 2026, the rest are billed at the utility rate.
  • Click-to-WhatsApp ads. A chat that starts from one of these ads opens a free window of up to 7 days for every category.
  • Provider fees. Each provider adds its subscription, plus any per-message markup. Zoko quotes its Starter markup per conversation; the tool applies it per message, so treat that figure as a ceiling.
  • Left out. Volume discounts only kick in above roughly 100,000 utility messages a month, so the tool ignores them. Taxes and FX fees aren't included either.

Wati doesn't publish its markup, so the tool shows Meta list rates plus the Wati subscription.

Which provider set-up costs least?

It depends on your volume:

  • Meta Cloud API direct. No platform fee at all. You'll need your own inbox or a developer to connect it to your store.
  • Pay-per-message providers. Gupshup and Twilio have no subscription, so they're cheap at low volume. Their fee also applies to customer replies.
  • Flat-fee plans. respond.io passes Meta's fees through with no markup. Zoko's higher plans include thousands of markup-free messages, which pays off as you grow.

Worked example: a Saudi COD store

Say you run a Saudi store with 2,000 orders a month. You confirm every COD order on WhatsApp, send 4,000 abandoned-cart reminders and answer 2,500 customer chats. You use Zoko's Plus plan.

Cost lineMessagesMonthly cost
Marketing (abandoned carts)4,000$230.40
Utility (COD flow, 2 per order)4,000$42.80
Service replies beyond 1,0001,500$16.05
Zoko Plus subscription–$79.99
Zoko markup (after 5,000 free)5,500$10.95
Totalabout $380

That's roughly 19 cents per order. Confirming 2,000 COD orders costs just $42.80. The cart reminders make up about 80% of the Meta bill.
