Best Business Setup Consultants in the Middle East

A business setup consultant handles the licence, registrations, visas and bank introductions for your Gulf company. In the UAE you can also buy straight from a free zone. In Saudi Arabia most foreign owners hire an adviser. Below are 14 independently researched free zones, agents and Saudi advisers.

Key takeaways
  • You only need a Gulf company once you want local payments, your own importer status or a local team. Many sellers start through marketplaces first.
  • In the UAE, free zones sell licences direct and agents resell them with extras. In Saudi Arabia, an adviser guides you through MISA, the CR and the government accounts.
  • UAE ecommerce licences start around AED 5,000–6,000. Saudi adviser packages run about SAR 5,000–80,000, before government fees.
  • Get a written quote that splits government fees from the adviser's own fee, and ask for the year-two renewal price.
  • Never use a borrowed Saudi CR or a nominee owner. That's tasattur (commercial concealment), a crime in Saudi Arabia.

Setting up a Gulf company used to mean months of paperwork and a local sponsor. Not anymore.

UAE free zones now offer 100% foreign ownership and licences you can buy online, sometimes within the hour. Saudi Arabia lets foreign owners register with MISA online and own their company outright in many activities.

A good business setup consultant gets you through the process faster and with fewer surprises. The wrong one can cost you months and a lot of money.

You'll find 14 independently researched free zones, agents and Saudi advisers below, plus what they charge, the red flags and the questions to ask. It's part of our directory of GCC service providers.

When do you need a business setup consultant?

You need one when you're ready for your own Gulf company. A consultant picks the right licence, files the registrations and walks you through visas and banking.

That moment often comes later than you'd expect. You can sell on Amazon and noon, or ship through an importer of record, without a local entity of your own.

A local company starts to pay off when:

  • You want local payments. Gateways for mada, Apple Pay and BNPL usually ask for a local licence and bank account.
  • You want to import in your own name. Your own CR or customs code lets you hold certificates and clear stock yourself.
  • You're hiring. Staff visas and payroll need a sponsoring company.
  • You're scaling one market. Your own entity cuts out middlemen once volume is steady.

Not sure you're there yet? Our guide to which service providers you need maps it out by stage.

Which type of setup provider fits you?

There are three kinds of provider, and each does a different job. Free zones issue licences, while agents resell and bundle them with extras. Saudi advisers manage the MISA and CR process for you.

A simple rule of thumb:

  • Solo seller in the UAE? Go direct to a budget free zone, or use an agent if you want visas and banking handled.
  • Mainland UAE or several emirates? An agent saves time.
  • Saudi Arabia? Use a Saudi adviser with its own local team.

Not sure which UAE licence you need? Compare a UAE free zone vs mainland company first.

How do you choose a business setup consultant in 6 steps?

Start with your business, not the brochure. Once you know your market, your activities and how many visas you need, the shortlist almost writes itself.

  1. 1

Pick the market you'll sell from

UAE first, Saudi first, or both. A UAE company can't hold a Saudi CR, so each country needs its own entity.

  2. 2

    Name your activities

Ecommerce or general trading covers most goods. Food, cosmetics and medical products may need extra approvals.

  3. 3

    Count your visas and space

How many residence visas do you need, and do you need a desk, an office or a warehouse?

  4. 4

    Get three written quotes

One from a free zone direct and two from agents, or three Saudi advisers. Send each the same activities and visa count.

  5. 5

    Compare the 3-year cost

Add the licence, renewals, visas, Emirates ID or iqama, office, accounting and tax filings. Year one alone hides the renewal price.

  6. 6

Check who files in your name

Ask who submits to MISA or the free zone, and whether a local partner does the work. Get it in the contract.

What does a setup consultant do after the licence?

The licence is only the start. Most consultants also sell ongoing services, and these often decide whether the relationship is worth it.

Common add-ons you'll be offered:

  • PRO and GRO services. A PRO (public relations officer) handles visa renewals, permits and government visits for you.
  • Accounting and tax. VAT returns, corporate tax filings and, in Saudi Arabia, zakat and e-invoicing.
  • Bank introductions. Help preparing the file and booking meetings with banks that accept online sellers.
  • Trademarks. Registering your brand name, which marketplaces may ask for before Brand Registry.

You don't have to buy everything from one firm. That said, a single provider for setup and compliance means fewer handovers in year one.

How do business setup consultants charge?

Every quote has two parts: government fees you'd pay anyway, and the provider's own fee on top. That second part is where quotes differ most, so ask for the split in writing.

CountryWhat you payTypical 2026 rangeWhat to watch
UAE free zone (direct)Licence packageFrom about AED 5,000–6,000; AED 10,250–25,000 in year one with a visaVisa, establishment card and ID often cost extra
UAE free zone (agent)Package incl. agent serviceFrom about AED 5,555–6,000 headlinePromotional first-year prices
UAE mainland (agent)Licence, office lease and serviceAbout AED 20,000–40,000+ in year oneAn office lease (Ejari) is usually needed
Saudi adviserPackage or milestone feesAbout SAR 5,000–80,000, by scopeGovernment fees and MISA fee on top
Saudi government feesCR, trade name, ChamberCR for an LLC SAR 1,200 + SAR 500 publication, plus VATAnnual CR confirmation and Chamber fees

Each Saudi adviser's own guide price is on its card above.

Worked example: year one in a UAE free zone vs a Saudi LLC

Say you sell home goods online and need one residence visa. Here's year one at published 2026 prices:

RouteMain linesYear-one cost
RAKEZ free zone, directAED 6,000 package with a visa, plus card, medical and IDAbout AED 10,250
Meydan free zone, DubaiAED 12,500 licence plus AED 8,250 for the visa, card, medical and IDAED 20,750
Saudi LLC via an adviserCR with VAT (1,955), English trade name (500), Chamber (300–3,000) and an adviser's SAR 28,500 entry packageSAR 31,255–33,955

The Saudi figure covers fees only. An office, visas and salaries come on top.

A founder comparing two printed business setup quotes side by side at a desk in a Dubai office
Line up quotes item by item: government fees, the provider's fee, visas and the year-two renewal.

The capital rule matters more than any fee, though. A 100% foreign trading company needs SAR 30 million under MISA's rules, while many service activities have no minimum at all.

That's why many sellers start in a UAE free zone and serve Saudi through marketplaces or a 3PL. The full Saudi budget is in our guide to company setup in Saudi Arabia for Chinese businesses.

What should you ask before you sign?

Ask every provider on your shortlist the same questions, by email, so the answers are on record. Clear written answers are a good sign, and vague ones tell you something too.

Notes for Chinese sellers

  • Start without a company. noon Global Shipping and Amazon Global Selling China accept a Chinese business licence.
  • Apostille your documents early. Your 营业执照 and accounts need notarisation, an apostille and an Arabic translation. That's usually the slowest part.
  • Ask about Chinese-speaking staff. DMCC has a large Chinese member community, and some agents advertise many languages.

The full China-specific route is in our guide to company setup in the UAE for Chinese businesses.

Notes for Amazon and noon sellers

  • Both licence types work. Free zone and mainland UAE licences are both accepted for seller accounts.
  • Pick the right activity. Ask for ecommerce or general trading, so your licence matches what you sell.
  • Dubai licences come with perks. Dubai trade licence holders can join the DET x Amazon Accelerator for AED 2,000 in ad credit.

Frequently asked questions

Going direct is often a little cheaper on the licence itself, because agents earn a markup or a commission from the zone. Agents earn their fee when you need several things at once: comparing zones, visas, bank introductions and accounting. Ask both for a full year-one quote and compare the totals.
