- Wave 25 of ZATCA e-invoicing reaches resident businesses above SAR 187,500 in revenue by 1 February 2027.
- Salla and Zid connect to Fatoora natively. Shopify stores add a ZATCA app (about SAR 100–300 a month) or an accounting tool such as Qoyod or Wafeq.
- For shipping, OTO sells monthly plans from free, while Torod charges per shipment with COD settlement.
- A Salla store doing 300 orders a month can run shipping, WhatsApp and reviews for about SAR 349 a month, before Meta's message fees.
- If you handle sensitive customer data, ask each vendor where data is hosted under Saudi PDPL.
Saudi Arabia now has 48,497 registered ecommerce businesses, up 23% in a year, and most of them run on Salla, Zid or Shopify.
The platform is only half the stack, though. Saudi stores also need compliant invoices, courier software and a way to reach shoppers on WhatsApp, where most order questions arrive.
The e-invoicing deadline is getting closer too, because ZATCA's latest wave pulls in smaller stores by 1 February 2027.
Below you'll find what each platform covers, which tools fill the gaps, what they cost in SAR and 11 independently researched providers. For the regional view and the full stack by stage, see our main list of ecommerce software providers in the Middle East.
What software does a Saudi online store need?
It depends mostly on your platform. Salla and Zid bundle a lot of Saudi-specific features, while Shopify relies on apps from its app store and from Saudi vendors.
| Salla | Zid | Shopify | |
|---|---|---|---|
| ZATCA e-invoicing | Built in, connected to Fatoora | Built in, connected to Fatoora | Needs an app or accounting connector |
| Shipping software | Salla Shipping, or OTO and Torod | OTO and Torod | OTO or courier apps |
| WhatsApp tool | Mottasl, Wati | Mottasl, Wati | Zoko, Wati |
| Reviews | RatingPlus | Third-party review apps | Third-party review apps |
| Marketplace sync | OMS such as Unicommerce | Amazon link built in, OMS for noon | OMS such as Unicommerce |
So a Salla or Zid store usually starts with two add-ons, a shipping aggregator and a WhatsApp app, while a Shopify store adds a third one for ZATCA.

Which tools handle ZATCA e-invoicing?
Any tool that issues your invoices must be a ZATCA-qualified solution, connected to Fatoora, ZATCA's invoicing platform.
The date most stores need is 1 February 2027. That's when Wave 25 reaches residents above SAR 187,500 in yearly revenue. Bigger stores should already be connected, since Wave 24 closed in June 2026.
SAR 187,500 is also the voluntary VAT threshold, so almost every VAT-registered store is now in scope.
Your options:
- Salla or Zid. Turn on the built-in invoicing with your VAT number, and orders flow to Fatoora without extra software. VAT settings sit on Salla Pro and Zid Growth, each SAR 2,990 a year.
- Shopify. Add a ZATCA app, which typically costs about SAR 100–300 a month. Each app should onboard your store on the Fatoora portal for you.
- Accounting software. Qoyod and Wafeq both say they're ZATCA-ready and built for Saudi SMEs, with Arabic dashboards. Wafeq starts at SAR 99 a month, and either one replaces spreadsheets for VAT returns too.
The phases, onboarding steps and fines are in our ZATCA e-invoicing guide.
OTO or Torod: which Saudi shipping software fits?
Both connect your store to many Saudi couriers from one dashboard, with bulk labels and tracking. The main difference is how they charge.
| OTO | Torod | |
|---|---|---|
| Pricing | Monthly plans: free under 50 orders, SAR 59, SAR 279, SAR 1,599 | Pay per shipment, no signup fee |
| Couriers, company claim | 460+ local and international | 240+ |
| Extras | Order and warehouse tools, branded tracking | COD settlement reports |
| Best fit | Stores wanting one tool for shipping and stock | COD-heavy stores that want no subscription |

Ask each one which couriers are live in Riyadh, Jeddah and Dammam, and in the smaller cities your customers order from. Then compare real rates and delivery times on 20 test parcels before you move all your volume.
Courier rates and COD payout times are compared in our Saudi shipping aggregators guide.
Do you need an OMS to sell on noon and Amazon.sa?
You need one once the same stock sells in two or more places, such as your Salla store and noon. An order management system (OMS) keeps one stock count across them.
Saudi sellers have three routes:
- Platform connectors. Zid links to Amazon from its dashboard, which covers many stores selling on two channels.
- An OMS. Unicommerce lists noon among its connectors, and its Growth plan covers 10–5,000 orders a month.
- A 3PL with its own OMS. Locad pairs software with its Al Mashael warehouse in Riyadh, so storage and stock sync come in one contract.

WhatsApp, review and data tools for Saudi stores
WhatsApp is where Saudi shoppers expect order updates and COD confirmations, and Arabic reviews then do much of the selling for you.
Here's how the local options split:
- Mottasl. The company says it has native Salla and Zid integrations and an Arabic-first interface.
- Wati and Zoko. Both work with Shopify. Wati's Growth plan costs USD 59 a month billed yearly, or USD 69 monthly.
- RatingPlus. A Salla-only review app from SAR 30 a month. Its SAR 69 Growth plan adds WhatsApp review requests.
- Unifonic and Lucidya. Enterprise tools for Arabic chatbots and sentiment. Both advertise Saudi data residency or PDPL compliance, which matters to larger brands.

Meta's message fees come on top of every WhatsApp plan. Model them with our WhatsApp cost calculator.
Worked example: a Salla store at 300 orders a month
| Tool | Monthly cost, October 2026 |
|---|---|
| ZATCA invoicing | Included in Salla Pro |
| Shipping (OTO Starter) | SAR 59 |
| WhatsApp (Wati Growth, billed yearly) | About SAR 221 |
| Reviews (RatingPlus Growth) | SAR 69 |
| Total | About SAR 349 |
That's a little over one riyal per order, before your Salla plan and Meta fees. A Shopify store needs a ZATCA app instead and a different review app, since RatingPlus is Salla-only. The regional software guide costs that Shopify stack.

Notes for foreign sellers
- E-invoicing follows residency. ZATCA's waves apply to Saudi residents, and non-residents are excluded from Phase 1.
- Holding stock changes things. Courier-cleared DDP parcels from Dubai pay import VAT at the border and usually don't trigger Saudi VAT registration. Once you hold stock in the Kingdom, non-resident VAT registration applies, with no threshold, within 30 days.

Frequently asked questions
Yes, Salla connects its invoices to Fatoora natively, and Zid does the same. You still need to switch it on with your VAT number and keep your store's tax settings right. If you also sell on noon or Amazon.sa, those orders need compliant invoices too, so check how each channel issues them.
