- About 82% of Saudi delivery orders go to the Riyadh, Makkah and Eastern regions. Cover those three first, then add a courier for smaller towns.
- Through an aggregator, Riyadh to Jeddah costs about SAR 14 with SPL, 18 with J&T, 19.26 with Aramex and 22.20 with SMSA.
- COD adds SAR 3–14 per parcel, depending on the courier. Payout days matter as much as the fee.
- Since 1 January 2026, couriers must not accept a parcel without a valid National Address. Make the Short Address a required checkout field.
- If a delivery runs more than 15 days late, the shopper can cancel and claim a refund under the E-Commerce Law.
Saudi Arabia is the Gulf's biggest delivery market, and it's still growing fast.
You don't need your own vans to serve those shoppers. Couriers compete hard for online stores, so you get business rates, cash on delivery (COD) and returns from your very first order.
The challenge is distance. The Kingdom is huge, and a courier that's quick in Riyadh can be slow in Tabuk or Najran.
Below are the cities, rules and costs that are specific to the Kingdom, plus 9 independently researched couriers. Courier types and the regional picture sit in our main list of last-mile delivery companies in the Middle East.
Do you need your own courier in Saudi Arabia?
You do if you sell through your own store, because someone has to carry each order to the shopper's door. How you book that courier depends on how you sell:
- Salla or Zid store. Switch on the platform's built-in shipping. It connects SMSA, Aramex, J&T and others in a few clicks.
- Shopify store. Connect couriers through an aggregator such as OTO or Torod, since the official carrier apps are weak.
- Stock with a 3PL. The warehouse usually books couriers on its own contracts. Compare 3PL and fulfilment companies in Saudi Arabia.
- Marketplace fulfilment. With Fulfilled by noon or FBA, the marketplace delivers for you.
Where do Saudi orders go?
Most of them go to just three regions: Riyadh, Makkah (which includes Jeddah) and the Eastern Province take about 82% of delivery orders.
Delivery speed follows the same map:
| Where the shopper is | Typical delivery | Couriers that fit |
|---|---|---|
| Riyadh, Jeddah, Dammam and Khobar | Next day, or same day from local stock | Aramex, J&T, SMSA, AyMakan |
| Other big cities, such as Makkah, Madinah and Abha | 1–3 days | SMSA, Aramex, J&T |
| Smaller towns and villages | 2–5 days or more | SMSA, SPL, Naqel |
| Bulky or refrigerated goods | Varies by city | Naqel, AyMakan |
So most stores pick one fast big-city courier and one courier with deep small-town reach. Your delivery promises at checkout should follow the same split, with a shorter window for the big three cities.

Same-day delivery in Saudi Arabia
Same-day needs stock in the shopper's city, so most stores start in Riyadh, then add Jeddah and Dammam.
You have two routes. SMSA can hold your stock in its neighbourhood micro-hubs, or a local 3PL can hand your orders to couriers several times a day.
Which Saudi delivery rules apply to your store?
Three rules shape every Saudi delivery, and they're simple once your checkout handles them.
- The National Address. Couriers must not accept a parcel without a valid National Address. Ask for the 8-character Short Address at checkout. Our National Address guide shows how to set it up.
- Late delivery. Under the E-Commerce Law, a shopper can cancel and get a refund if delivery is more than 15 days past the agreed date. Tell shoppers about delays early.
- Licensed couriers. The Transport General Authority (TGA) regulates parcel delivery. Every courier on your shortlist should hold a TGA licence.
What does last-mile delivery cost in Saudi Arabia?
Through an aggregator, SPL is the cheapest on the Riyadh to Jeddah lane and SMSA the dearest. J&T (SAR 18) and Aramex (SAR 19.26) sit in between.
COD adds a fee on top, lowest with Shipa and highest with Naqel. Locker delivery is the cheapest option of all, from about SAR 10.
Payout timing matters as much as price, because the courier holds your cash. Through Salla, SMSA and Aramex both pay COD out twice a week.
Refused COD parcels and volumetric weight push the real cost up, so judge couriers on cost per delivered order. Our Saudi courier companies comparison has the full price table and a worked example. To book several couriers from one dashboard, see the Saudi shipping aggregators guide.

How do you choose a courier in Saudi Arabia?
Start with your checkout and your order map, then test with real parcels. These four steps fit a Saudi store:
- 1
Make the Short Address required
Add the field to checkout and send it to your courier with every order. It prevents refused parcels from day one.
- 2
Split your orders by region
Use last month's orders. Give the Riyadh, Jeddah and Eastern Province share to a fast big-city courier, and the rest to a courier with small-town reach.
- 3
Book through your platform or an aggregator
Salla shipping, Zid Ship, OTO or Torod give you business rates with no minimum volume. You can switch couriers without new contracts.
- 4
Run a 30-day test in each region
Compare first-attempt delivery, late parcels, refusals and COD payout days by city, not as one national average.

Notes for UAE-based and foreign sellers
- Shipping from Dubai stock works. Courier-cleared DDP parcels pay Saudi import VAT at the border and usually don't trigger Saudi VAT registration. Our guide to shipping from Dubai to Saudi Arabia covers the lane.
- Stock in the Kingdom changes the tax picture. Once you hold stock in Saudi Arabia, non-resident VAT registration applies, with no threshold, within 30 days.
- Selling in both markets? UAE delivery works differently, with no address code and lots of same-day. See last-mile delivery companies in the UAE.
- COD-heavy store? Compare payout terms with our Saudi COD logistics providers.
- Returns need a local address. Send Saudi returns to a local 3PL rather than abroad. Our Saudi returns guide explains the rules.

Frequently asked questions
Riyadh, Jeddah and Dammam usually get next-day delivery, and same-day from stock in that city. Smaller cities usually take 2–5 days. Remote villages can take longer, so set a separate delivery promise for them at checkout.
