How to Sell in Saudi Arabia from China: Routes, Shipping & SABER

You can sell China-made products to Saudi shoppers in five ways: noon Global Shipping, Amazon Global Selling, your own store with DDP parcels, stock in a Gulf warehouse, or your own Saudi company. Most sellers test cross-border first, then move winners into a Riyadh warehouse. Plan on 10–12 weeks from factory order to sale day by sea.

Key takeaways
  • China is Saudi Arabia's biggest trading partner, so the supply chain from Chinese factories to Saudi shoppers is well worn.
  • Pick one of five routes: noon Global Shipping, Amazon Global Selling, your own store with DDP parcels, a Gulf warehouse, or a Saudi company.
  • By sea, LCL takes 25–35 days port to port, and 5–7 weeks from booking to warehouse check-in. From factory order to sale day, plan 10–12 weeks.
  • Regulated products need SABER certificates, and Saudi stock needs an importer of record. Both are routine once you know who holds them.
  • For Ramadan 2027, place factory orders by early November 2026.

Your products are made in China. Your customers are in Riyadh, Jeddah and Dammam. That's one of the busiest trade lanes in the world.

China is Saudi Arabia's largest trading partner. Factories in Shenzhen, Ningbo and Yiwu already ship to Saudi marketplaces, stores and warehouses every day.

So you're not inventing a supply chain. You're choosing which one to plug into.

Why sell China-made products in Saudi Arabia?

Saudi shoppers buy online in growing numbers, and many of the products they buy start life in China. Here's why the timing suits you:

  • A big, young, connected market. Saudi Arabia is the Gulf's largest ecommerce market, and almost every resident is online.
  • Shoppers want local delivery. Kearney expects cross-border's share of Saudi ecommerce to drop to about 49% this year. That's a gap for sellers who bring stock closer.
  • Platforms want new sellers. Amazon and noon both run programmes to recruit sellers who source from China.
  • The paperwork is standard. SABER, VAT and customs follow fixed steps. Freight forwarders handle them every day.

What are the five ways to sell from China to Saudi Arabia?

You can ship each order from China, or ship stock to Saudi Arabia ahead of time. The route you pick decides who clears customs and how fast shoppers get their parcels.

The five routes for China-made products, October 2026. IOR = importer of record.

1. noon Global Shipping (NGS)

NGS lets a company registered in China sell on noon in all six Gulf states. You drop each order at noon's Shenzhen hub, and noon ships, clears and delivers it. You need no Gulf company and no Gulf VAT number.

The catch? Your company must be registered in China. Our guide to noon for China-based sellers covers the test-then-scale plan.

2. Amazon Global Selling

Foreign companies can open an Amazon.sa account through Amazon Global Selling. Noon has a similar international seller account for companies outside China.

To use FBA (Fulfilment by Amazon), you ship stock into Amazon's Saudi warehouses. Amazon won't act as your importer of record, so you bring your own.

See how it works in our guide to Amazon Middle East for China-based sellers.

3. Your own store with DDP parcels

DDP (Delivered Duty Paid) lines collect orders in China, then fly, clear and deliver them in Saudi Arabia. Shoppers pay nothing at the door. Personal orders under SAR 1,000 pay no customs duty, though 15% VAT applies.

It's the lightest way to test a Shopify, Salla or Zid store.

4. Stock in a Gulf warehouse

Once a product sells every week, ship it by sea to a warehouse. That can be Amazon FBA, noon FBN (Fulfilled by noon) or an independent 3PL (third-party logistics warehouse). Riyadh takes about 44% of Saudi delivery orders, so most sellers stock there.

Dubai or Riyadh first? Our Dubai vs Riyadh warehouse comparison runs the numbers.

5. Your own Saudi company

A Saudi company registered through MISA (the Ministry of Investment) makes you the importer. Setup takes about 2–4 months, and a fully foreign-owned trading company needs a large capital commitment. Most sellers grow through the first four routes before taking this step.

How long does shipping from China to Saudi Arabia take?

By sea, LCL (less than container load) takes 25–35 days port to port. Add booking, customs and the truck to the warehouse, and it's 5–7 weeks from booking to check-in.

The number that matters for planning is the longest one: 10–12 weeks from factory order to sale day, production included.

  1. Week 0
    Place the factory order

Confirm HS codes and start SABER certificates for regulated products.

  2. Weeks 3–5
    Goods ready, freight booked

Your forwarder collects FOB and consolidates LCL cargo in China.

  3. Weeks 5–9
At sea to Dammam or Jeddah

LCL takes 25–35 days port to port.

  4. Weeks 9–11
    Customs and check-in

FASAH clearance usually takes 1–3 business days. Then the truck to Riyadh and warehouse receiving.

  5. Weeks 10–12
    Sale day

Stock is live on Amazon, noon or your own store.

Worked example: Ramadan 2027 stock

Say a UK homeware brand makes storage baskets in Ningbo. It wants them live in a Riyadh warehouse by mid-January, a few weeks before Ramadan starts around 8 February 2027.

Count back 10–12 weeks and the factory order goes in between late October and early November 2026. That's now.

The brand ships 3 cbm by LCL. Here's the freight at October 2026 rates:

Cost lineRate3 cbm shipment
LCL ocean freightUSD 170–250 per cbmUSD 510–750
CFS (consolidation warehouse)USD 40–85 per cbmUSD 120–255
Documents, terminal and delivery orderFixed per shipmentUSD 160–320
Total freight to portUSD 790–1,325

Across 900 baskets, that's well under USD 2 a unit. Duty, VAT and the truck to Riyadh come on top. Work out your own total with the landed cost calculator.

Rates, ports and air options are all in our China to Saudi Arabia shipping guide.

What do SABER, VAT and importer of record mean for you?

Three rules apply to almost every China-to-Saudi shipment. Each one is a step, not a wall.

  • SABER. It's Saudi Arabia's online product-safety system. Regulated products need a product certificate (SAR 500 to register). Each shipment then needs a shipment certificate (SAR 350, valid 90 days). Your factory's test reports do most of the work. See our SABER guide for China-made products.
  • Importer of record (IOR). It's the Saudi company named on the customs declaration. It pays duty and VAT and holds the SABER account. Without a Saudi company, you hire an importer of record service.
  • VAT. Saudi VAT is 15%. Non-residents get no threshold, so if you hold stock in the Kingdom, register with ZATCA within 30 days of your first sale. Our non-resident VAT guide walks through it.

How do you get paid?

It depends on the route and where your company banks:

  • Amazon pays to your bank account every 14 days.
  • noon pays weekly, on Thursdays, once your balance reaches SAR 1,000. NGS sellers receive their USD transfer price after delivery.
  • Own store payouts come from your payment gateway, and from your courier for cash-on-delivery orders.

If your company banks outside the Gulf, a collection account receives the payouts. Payoneer and WorldFirst both work with noon and Amazon's Gulf stores. Withdrawal fees run from about 0.3% to 2%, so compare them in our payout providers guide.

How to start: a five-step plan

  1. 1

    Check your product's rules

Find the HS code, then check whether SASO (SABER) or SFDA regulates it. Ask the factory for test reports.

  2. 2

    Pick a test route

noon Global Shipping if your company is in China. If it isn't, Amazon Global Selling, a noon international seller account or a DDP parcel line.

  3. 3

    List in Arabic and English

Arabic titles help you show up when Saudi shoppers search in Arabic.

  4. 4

    Ship your winners by sea

Book an importer of record and a forwarder, then send 6–8 weeks of stock to a Riyadh warehouse.

  5. 5

    Plan the next season

Order from the factory 10–12 weeks before each peak: Ramadan, White Friday and Saudi National Day.

Notes for Gulf importers

  • A Saudi CR (commercial registration) lets you import in your own name and hold your own SABER account.
  • Buy FOB, so your forwarder controls the freight and the Saudi-side charges.
  • Compare quotes from Saudi freight forwarders on an all-in, door-to-warehouse basis.

Notes for brands manufacturing in China

  • If your company isn't registered in China, NGS isn't open to you. Amazon Global Selling or a noon international account, plus an IOR, is the usual first step.
  • Keep the manufacturer name and model numbers identical across test reports, SABER certificates and invoices. Mismatches cause most rejections.
  • Get "Made in China" marking and Arabic labels done at the factory. Relabelling in Saudi Arabia costs far more.

Notes for sourcing agents

  • Book factory orders 10–12 weeks before your client's sale date, and tell them which span you're quoting.
  • Add a DDP parcel line for samples and marketplace tests. It saves your client opening an IOR for a few cartons.

Frequently asked questions

No. NGS is only for companies registered in China. A brand registered in the UK, US or India opens a noon international seller account instead. It needs a Saudi VAT number, and an importer of record to get stock into FBN.
